Tight security in place for PM Modi’s visit to PEC, Chandigarh

Prime Minister to dedicate transformative criminal laws as part of his visit to Punjab Engineering College, with a focus on justice reform

Prime Minister Narendra Modi is set to visit Punjab Engineering College (PEC) in Chandigarh today to dedicate to the nation the successful implementation of three transformative criminal laws. These landmark laws—Bharatiya Nyaya Sanhita, Bharatiya Nagarik Suraksha Sanhita, and Bharatiya Sakshya Adhiniyam—came into effect on July 1 and are seen as a major step towards reforming India’s judicial and law enforcement systems.

In preparation for the PM’s visit, the UT Administration has ensured tight security, deploying over 4,000 police personnel and 10 paramilitary units across the city. The Prime Minister will arrive at the old airport around 11:25 AM, and from there, he is expected to board an MI-17 helicopter to Rajindra Park helipad, Sector 1, followed by a short road journey to PEC.

Joining Modi for this significant event will be Home Minister Amit Shah, Punjab Governor-cum-UT Administrator Gulab Chand Kataria, and senior officials from both the Administration and Police Department.

The event at PEC will highlight the practical applications of the new criminal laws and their transformative impact on law enforcement. Newly recruited IPS officers from across India have been invited to witness a live demonstration on the integration and functioning of digital platforms like e-Sakshya, Nyay Setu, Nyay Shruti, and e-Summons, all of which are designed to streamline judicial procedures, evidence management, and law enforcement. These platforms have been developed through a collaboration between the National Informatics Centre (NIC) and the National Crime Records Bureau (NCRB), under the guidance of the Ministry of Home Affairs.

The theme of the event, “Secure Society, Developed India — From Punishment to Justice,” reflects the shift in focus from merely punishing offenders to ensuring justice and fairness in the system. The Prime Minister will also oversee a demonstration simulating a crime scene investigation, showcasing how these new laws are already reshaping the criminal justice landscape.

The conceptualisation of these laws was driven by Prime Minister Modi’s vision to replace outdated colonial-era laws and overhaul the judicial system to better serve the needs of modern India. This initiative is part of the ongoing effort to ensure justice is delivered more efficiently and effectively across the country.

Ahead of the event, Chandigarh witnessed traffic disruptions due to security drills and rehearsals. Mock security procedures during peak hours on key routes caused significant snarl-ups. Further disruptions occurred during the evening, with temporary road closures in place to accommodate the arrival of Union Home Minister Amit Shah, leading to additional congestion at junctions.
