“Roger had the biggest heart and loved making people smile with his humour and wit. We will miss him dearly but take comfort in the fact his spirit will live on through his children,” they said in a statement.
Investigation Underway
The Independent Office for Police Conduct (IOPC) has launched an investigation into the incident. CCTV footage has confirmed that the police car had its blue lights and sirens on at the time of the crash.
According to the IOPC, Mr Bagnall was not wearing headphones or on a pedestrian crossing when he was struck.
IOPC director Derrick Campbell expressed condolences, urging the public to avoid speculation while the investigation continues.
“Our thoughts are with Mr Bagnall’s family and friends. We have met with his loved ones to explain our role and the next steps of our independent investigation,” he said.
He also thanked those who provided CCTV footage, calling it “valuable” to the inquiry.
“Our role is to investigate police involvement in this tragic collision, ensuring all circumstances are thoroughly examined, including whether officers followed protocol.”
The police response and officers’ actions will be scrutinised, with authorities pledging a transparent and independent inquiry into what led to the fatal crash.
As Birmingham mourns the loss of a much-loved local resident, his family and friends are left seeking answers—and justice.
