The Saudi Advanced Mobility Agreement focuses on developing vertical take-off and landing aircraft, and unmanned planes, and enhancing aviation systems in line with Saudi Vision 2030

Saudi Arabia is making strides in revolutionising its aviation sector by signing a pivotal agreement between the General Authority for Military Industries (GAMI) and the General Authority of Civil Aviation (GACA). This memorandum of understanding (MoU) aims to advance the Kingdom’s capabilities in vertical take-off and landing (VTOL) aircraft and unmanned planes, fostering innovations aligned with the broader goals of Saudi Vision 2030.

Signed at GAMI’s headquarters in Riyadh, the MoU marks a significant step in the collaboration between the military and civil aviation authorities. Ahmed Al-Ohali, Governor of GAMI, and Abdulaziz Al-Duailej, President of GACA, formalised the agreement, which focuses on the Advanced Air Mobility (AAM) project. The partnership will enable the development of new aviation technologies and systems, paving the way for Saudi Arabia to enhance its standing in the global aviation industry.

This partnership includes the exchange of scientific and practical expertise, emphasising the formation of specialised working groups, conducting workshops, and providing training for industry professionals. Additionally, the collaboration will develop traffic procedures for unmanned airliners, ensuring a seamless integration of advanced air mobility technologies into the Kingdom’s airspace.

A key focus of the MoU is to expand opportunities in maintenance and repair service projects, supporting the sustainability of Saudi Arabia’s growing aviation sector. This is a critical component of the country’s broader push to localise and develop its military industries, with a particular emphasis on aerial mobility.

As part of Saudi Vision 2030, GAMI and GACA are working closely with both local and global aviation manufacturers to establish a robust regulatory framework that ensures the safe and efficient operation of VTOL aircraft and advanced air mobility technologies. This framework will align with international best practices, ensuring that Saudi Arabia remains at the forefront of aviation advancements.

Al-Duailej, speaking at the International Civil Aviation Organization (ICAO) Advanced Air Mobility Symposium held in Montreal in September, highlighted that Saudi Arabia is poised to lead globally in cutting-edge aviation technologies. These innovations, he noted, have the potential to transform not only transportation but also tourism and healthcare systems within the Kingdom and beyond.

The market for advanced air mobility is experiencing significant growth, with the industry valued at $9.7 billion in 2023. By 2032, projections estimate that the market will soar to $50 billion, with over 200 cities in 57 countries planning to implement these technologies. The global push for a unified approach in regulation, technology, and investment is necessary to support this rapid expansion.

Saudi Arabia’s commitment to building partnerships with both local and international stakeholders positions the Kingdom as a key player in the future of advanced air mobility. As the nation works to modernise its aviation systems, this latest collaboration between GAMI and GACA will ensure that the Kingdom remains competitive in this fast-evolving sector.
