UK government to publish AI tool details amid concerns of bias and racism

The UK government has announced it will make details of its artificial intelligence (AI) and algorithmic tools publicly available, a move hailed by transparency campaigners as a significant step towards addressing concerns over racial and systemic bias. This decision follows mounting criticism and legal challenges regarding the fairness of AI systems used in various government departments.

The initiative will see the publication of a register listing AI tools employed across central government, which have been criticized for potential bias. These tools have been utilized for purposes including detecting fraudulent benefit claims and identifying sham marriages. The move is expected to provide greater insight into how these technologies operate and the safeguards in place to ensure fairness.

Caroline Selman, a senior research fellow at the Public Law Project (PLP), a charity focused on access to justice, emphasized the need for transparency. She noted that public bodies must disclose information about these tools to ensure they are used lawfully and equitably. The PLP, along with other advocacy groups, has been vocal about the need for increased oversight and transparency in the deployment of AI technologies.

One notable case involved the Home Office’s use of an algorithm for sorting visa applications, which was discontinued in August 2020 following allegations of racial bias. The Joint Council for the Welfare of Immigrants and digital rights group Foxglove challenged the tool, claiming it unfairly flagged certain nationalities as high-risk, leading to a higher likelihood of visa denial.

The PLP also raised concerns about an algorithm used to detect sham marriages, which appeared to disproportionately affect individuals from specific countries, including Bulgaria, Greece, Romania, and Albania. This prompted further scrutiny into the algorithm’s fairness and its potential discriminatory impact.

In response to these issues, the government’s Centre for Data Ethics and Innovation, now known as the Responsible Technology Adoption Unit, recommended a standard for algorithmic transparency in November 2021. This standard proposed that AI models with significant public interaction or decision-making influence should be documented and made available on a public register.

Despite these recommendations, only nine records have been published on the repository over the past three years, none of which pertain to the Home Office or the Department for Work and Pensions (DWP). The DWP, in particular, has faced criticism for its use of AI in monitoring universal credit claims and detecting potential fraud, with calls for it to disclose more about its systems and bias mitigation measures.

A spokesperson for the Department for Science, Innovation and Technology (DSIT) confirmed that the algorithmic transparency recording standard is now mandatory for all government departments. The DSIT is working on expanding the standard across the public sector, with a focus on maintaining public trust and ensuring AI tools are used responsibly.

The DWP has conducted a fairness analysis of its AI tools but has not published details due to concerns about revealing operational specifics that could aid fraudsters. The PLP is considering legal action against the DWP to compel it to provide more information about its AI systems and their impact.
