Pakistan plans all-parties conference to build consensus on Operation Azm-e-Istehkam, with PTI’s participation
The Pakistani government has welcomed Pakistan Tehreek-e-Insaf (PTI) founder Imran Khan’s recent statement confirming his party’s attendance at the upcoming all-parties conference (APC). This political huddle aims to build a broader consensus on the newly launched Operation Azm-e-Istehkam.
Information Minister Attaullah Tarar confirmed the federal government’s plans for the APC during a press conference in Islamabad. His statement followed reports by Geo News indicating that Prime Minister Shehbaz Sharif decided to host the APC to gain political support and address concerns over the new military operation.

The federal cabinet recently approved the launch of the counter-terrorism operation, following recommendations from the National Action Plan’s Central Apex Committee to root out militancy from the country. This decision comes in light of a reported 12% reduction in overall violence, with 380 fatalities recorded in the second quarter of the year, compared to 432 in the first quarter, according to the Centre for Research and Security Studies (CRSS) Annual Security report.
During his appearance at Rawalpindi’s Adiala jail, Imran Khan stated that PTI would participate in the APC to hear the government’s stance on the latest counter-terrorism operation. “My party will participate in the all-parties conference and hear what the government has to say,” he noted.
Tarar expressed hope that Khan would stand by his commitment to attend the government-hosted APC. He stressed the importance of involving all political parties in discussions about the new operation, as it concerns the entire nation.
“Progress is being made and consultation is underway,” Tarar said, adding that the government would share further details once contact is made with other political parties.
The PMO had previously clarified that the newly announced Operation Azm-e-Istehkam is not a large-scale military operation, addressing concerns raised by opposition parties including PTI, Jamiat-e-Ulema Islam Fazl (JUI-F), and Awami National Party (ANP). The PMO emphasized that the operation aims for enduring stability and should not be compared with earlier kinetic operations like Zarb-e-Azb and Rah-e-Najat.
Analysis
Political
The decision to host an APC and involve opposition parties in discussions about Operation Azm-e-Istehkam highlights the government’s effort to foster political unity. By engaging PTI and other political entities, Prime Minister Shehbaz Sharif aims to build a consensus on counter-terrorism strategies, ensuring that the operation has broad-based support. This move could strengthen the government’s legitimacy and enhance cooperation across party lines, potentially leading to more cohesive and effective governance. However, it also poses risks, as any failure to reach a consensus may exacerbate political tensions and undermine the government’s authority.
Social
The inclusion of all political parties in discussions about Operation Azm-e-Istehkam reflects a broader societal desire for transparency and accountability in counter-terrorism efforts. Public concern over the impact of military operations on civilian life underscores the need for a comprehensive approach that considers humanitarian aspects. The reduction in overall violence, as reported by CRSS, indicates progress, but sustained peace requires continuous dialogue and collaboration among political leaders, civil society, and security forces. The APC provides a platform for these stakeholders to voice their concerns and contribute to a unified strategy that addresses the root causes of militancy.
Racial
The operation’s focus on counter-terrorism and the government’s efforts to involve all political parties underscore the need for inclusive policies that address the diverse ethnic and sectarian dynamics in Pakistan. Effective counter-terrorism strategies must consider the grievances of marginalized communities and ensure that military actions do not disproportionately affect specific ethnic or religious groups. By fostering inclusivity and addressing underlying socio-political issues, the government can mitigate racial tensions and promote national unity.
Gender
Gender dynamics play a crucial role in the context of counter-terrorism operations. Women and children are often the most vulnerable in conflict zones, facing displacement, violence, and loss of livelihood. Ensuring their protection and involvement in peacebuilding processes is essential for sustainable development. The APC should address gender-specific challenges and promote policies that empower women and safeguard their rights. Inclusive decision-making that incorporates the perspectives of women can lead to more comprehensive and effective counter-terrorism strategies.
Economical
Operation Azm-e-Istehkam’s success hinges on its ability to foster economic stability and development. Counter-terrorism efforts that prioritize security can create a conducive environment for investment, trade, and infrastructure development. Reducing violence and ensuring stability are critical for attracting foreign investment and boosting economic growth. However, military operations must be balanced with socio-economic initiatives that address poverty, unemployment, and education, which are often the root causes of militancy. The APC provides an opportunity to discuss and implement policies that promote economic development alongside security measures.
