During a speech to settler leaders, Smotrich outlined his proposal, which involves transferring administrative authority from the Israeli military to civilian government bodies. Under this plan, a newly formed administrative entity directly linked to the Israeli government would oversee day-to-day operations previously managed by the military’s Civil Administration.
