Heart-wrenching details have emerged about the final phone call made by a “confused” father, Bartlomiej Kuczynski, 45, before he, his two daughters, Jasmin, 12, and Downreuang, seven, along with their maternal aunt, Kanticha Noon, 36, were discovered dead. The Independent Office of Police Conduct (IOPC) is now probing Norfolk Police for not dispatching officers to the Costessey family residence when Bartlomiej dialled 999.
Instead, officers responded an hour later when a dog walker expressed concerns, unveiling the tragic scene. The IOPC disclosed the contents of Bartlomiej’s 999 call, where he expressed mental health worries and confusion, leading to advice to seek medical assistance, with no police attendance.

The harrowing incident occurred on Friday morning, resulting in the discovery of Bartlomiej, who died from a single stab wound to the neck, and Kanticha, who sustained multiple knife injuries to her neck. A post-mortem for the two young girls is scheduled for tomorrow.
Kanticha, visiting from Thailand, was found dead in her sister’s family home, where the children’s mother, a caretaker, was at work during the tragic event.
Norfolk Police, asserting they are not seeking others in connection to the deaths, are under scrutiny by the IOPC for previous contact with the family, relating to a missing person enquiry on December 14.
Norfolk’s Chief Constable Paul Sanford expressed the need for a thorough investigation into their response and pledged an internal review of working practices. He also requested a more in-depth review by the Inspectorate to assure the public and address concerns regarding emergency call responses.
