Saudi Arabia’s leisure tourism surges with 17.5 million visitors in 2024

Tourism in Saudi Arabia experiences a dramatic rise, with a 25% year-on-year increase in leisure visitors, bolstered by Vision 2030 initiatives

Saudi Arabia’s leisure tourism sector has seen remarkable growth in recent years, with 2024 marking a milestone of 17.5 million international visitors. This surge represents a staggering 656% increase since 2019, driven by the Kingdom’s strategic focus on tourism development under its Vision 2030 blueprint. The Ministry of Tourism attributes this growth to the Kingdom’s enhanced offerings in entertainment, leisure, and cultural experiences, as well as targeted infrastructure investments.

The introduction of the first tourism visa in 2019 served as a turning point for Saudi Arabia’s travel industry, opening doors to global travellers and sparking rapid sector growth. The Kingdom’s Vision 2030 set an ambitious goal to attract 100 million tourists annually by 2030. Remarkably, this target was achieved in 2023, seven years ahead of schedule.

Between January and July 2024, 4.2 million visitors arrived in Saudi Arabia, specifically for leisure and entertainment, marking a 25% increase compared to the same period last year. In total, international tourists increased by 10% year-on-year, with a 73% rise compared to 2019, solidifying Saudi Arabia’s status as a burgeoning global tourism hub.

International recognition for Saudi Arabia’s tourism expansion came from the UN World Tourism Barometer, which identified the Kingdom as the fastest-growing G20 nation in terms of international arrivals and tourism revenues.

Several key initiatives have contributed to this growth, including the development of high-profile tourist destinations like the Diriyah Gate and luxury resorts along the Red Sea coast. The Kingdom has also focused on cultural and historical tourism, promoting sites such as AlUla and projects linked to the Custodian of the Two Holy Mosques Cultural Heritage Program. These endeavours have drawn millions of tourists interested in Saudi Arabia’s rich cultural and historical offerings.

The booming tourism sector is not only reshaping Saudi Arabia’s international image but is also poised to significantly impact its domestic employment landscape. By 2030, the sector is expected to create around 1.2 million jobs for Saudi nationals, particularly in areas like hospitality, tour operations, and cultural heritage management. The National Transformation Program, also part of Vision 2030, ensures that many of these new job opportunities will be filled by Saudis, contributing to economic empowerment and reducing unemployment. Currently, the tourism sector employs approximately 900,000 Saudis, making it one of the largest contributors to citizen employment.

With continued investments in infrastructure, attractions, and cultural heritage, Saudi Arabia is well on its way to becoming a premier destination for international travellers, offering a unique blend of entertainment, luxury, and history.

Domestically, there is a growing appreciation for Saudi cultural heritage, as many tourism projects focus on preserving and showcasing the nation’s historical and cultural treasures, like AlUla and Diriyah Gate.

Furthermore, the tourism boom is creating new opportunities for social mobility, particularly for younger Saudis. The creation of 1.2 million jobs by 2030 is particularly noteworthy, as it will provide employment for many Saudis, addressing one of the country’s most pressing economic challenges: youth unemployment. Moreover, tourism is creating a ripple effect across other sectors, such as construction, retail, and transportation, further driving economic diversification.

By developing a world-class tourism industry, Saudi Arabia is also positioning itself as a competitive destination in the global market, which will have long-term benefits for its economy. The Kingdom’s ability to balance large-scale luxury developments with sustainable and cultural tourism will be key to maintaining growth and meeting its Vision 2030 goals.
